In my state (Washington) HID's are only allowed in housings specifically designed for them and power output is limited to a maximum of 55/65w for all types of low/high beams.
No restrictions for LED's
You could installed projector lens' in the stock housing and if I was a judge I would say that that counts as a housing designed for HID's and stay legal.
Regardless prohibited headlights are rarely enforced. Which is why I run overwatted 80/100w halogens.

Logizyme - Running the over watt halogens did you have to upgrade wireing ? If so what did you do ?

While its not completely needed, to take full advantage of the overwatted bulbs upgraded wiring is suggested.
Even with the stock 55/65w bulbs the factory wiring is long and just enough gauge to power them. With stock 55/65w bulbs, upgraded wiring can increase brightness significantly - paired with overwatt bulbs they can be a HUGE difference. There is a member over at CVN that makes plug and play headlight relay kits - These connect to the factory headlight harness and the battery, utilizing a relay to supply increased power through heavier gauge wiring to the headlights and reduce the load on the stock system which can reduce the stress on the LCM and potentially reduce failure possiblity. On my vic I made my own headlight relay harness using 16 gauge, relays, and an aux fusebox.
My 80/100w are often brighter than cheesy non-projector high temp color HID's, but not always brighter than the quality HID projectors but the overwatt bulbs look totally stock, just brighter.
I should note that the increased wattage also means more heat so one should expect more wear and tear on the lens' from the increase power.
