Dude just get a Vortech SC 450rwhp easily. If you must buy a FRPP boss50 big bore (have a buddy selling one for 1k) it's a drop in solution using all your existing parts; upper and lower intake etc. IMO go Vortech make the HP today and enjoy!

Smog/emmision testing varies greatly from state to state. As I type this from Illinois, my high horse Shelby GT (4.6L-3V, 850 RWHP) burns cleaners than new cars on the showroom floor, but it can't pass emmisions. Presently, I am seeking a waiver (governed by 3 repair episodes and/or 500 bucks in attempted reairs) and I have been warned that the process is replete with typical red tape that usually follows a request for relief from compliance.
