it depends. Fuel pressure is referenced to engine vacuum.

I'm trying to see if I have a bad fuel pump. The car runs rough at idle . I got a reading of 30 to 31 psl at idle and at 2000 rpm it's at about 32 psi should I take it a step further by checking for ground at the pump and ohm resistance

Idle should be around 40. If it's original, then I'd say it's lived it's life. Could also be a faulty FRPS.

Per the Ford workshop manual:
Fuel pressure:
Engine running: 170-280 kPa (25-40 psi)
Key on, engine off: 140-415 kPa (20-60 psi)
