2004 MM. Headlights work, pull the stalk in and the highbeams go on but push it out so the high beams stay on and it stays on low beam, LCM issue under warranty?

LCM is covered by Ford. Your dealer should be happy to replace the LCM free of charge original owner or not as long as the vehicle has under 250,000 miles on he clock. Call Ford Customer Car if you have any problems with VIN. Accept nothing but OEM LCM not a repair add on.

I was more asking if that particular issue with the low beams working but the highs wont stay on is an LCM issue?
