I would first remove the blower drive belt and see if it still does it.

FWIW, my CTS-V with the MP112 (similar blower) started making a noise I'm sure is the bearings, but it's not near as bad as that. That almost sounds like rotors scraping each other.

could it be vacuum related? i noticed the parking break wont disengage when put in "drive" like my other marauder , i know thats vacuum related correct?

Possible. Chek boost bypass line on the side of the blower

If it's an '04 it doesn't have the auto parking brake release.

Probably need to replace or clean the IAC(Idle Air Control) valve.

This is the sound it makes when the boost bypass valve doesn't open. It also explains why it's not an issue under load.

Here is a picture from a google search. (Yellow circle) It should open when the car is in idle.

Put the stock filter back in, close it up, and report back.

My old Trilogy made that sound sometimes off and on when I ran a factory zip tube with the silencer removed and a JLT filter.

I finally added a JLT tube and the noise went away.
