Most insurance companies total these cars when they get into any type of accident. If the owner decides to keep it and fix it, it is considered rebuilt or salvage depending in which state uses for terminology.
When it could be financed by a bank when it was newer, a bank typically doesn't make loans on rebuilt/salvage titles. For obvious reasons. Unfortunately, the value of the car is lowered because of it. Hence, boost for less than 10K
To buy MM's now. you must have cash or get yourself a personal loan.

Oh ok I gotcha now. Well since it's a salvage title may ask why was it totaled out?? I wanna check with my insurance company about salvages titles, I know it's not an issue with the motor vehicles on getting tags.
