Hanging RPM

Issue started a few weeks ago. I haven't done anything new to the car. Car is set to idle (D) 650 (P) 800. No CEL. I cleaned the IAC and it fine for a little while then does the same. When I pulled the plug on the IAC rpm drops to 500 but still runs ( throttle fully closed) it also goes back to normal when I restart the car.
Symptoms:

*RPM hangs around 1200-1400 when (P)
*Delayed shifts
