So with the car turned on and off, does it during both, my headlights are ok on regular setting but get super dim when I turn high beam on. My fog lights are not turning on either. My battery stays at 13.5-13.8 volts when running. The bearings in my alternator are bad, but wouldn't that only affect things when is running? Any idea what it could be? Bad LCM? Really unsure. Checked all the fuses and they are good. Like I said, it does it when the car is on AND off. Thanks for the help

Foglights only work when the car in on. They do not work with the hi beams.
Sounds like you have a bad ground. If fuses were bad they wouldn't work at all.

I agree on bad ground. Pull the long plastic radiator support cover and you will have easy access to the headlight pigtail connections. Check the pins for corrosion and see if one is pushed in not making a connection
I had a dim light and it was one pin pushed in

Bad ground sounds about right. It sounds like the high beam circuit is trying to seek ground through the filaments. A meter or test light should show ground at the headlight terminals all the time. Then hot on one side in low beam and hot on one side on high beam. If you lived closer I'd diagnose and fix it for you.
