Are you requesting a bid to supply you with a set of (new or used) tires, have them balanced, and installed?
Otherwise, I usually go to Discount Tire, or Belle Tire, and see what they recommend.
I have found the Bridgestone Blizzaks to be sensational, and unbelievably excellent snow tires. Always install all four (not just the rears). We usually get 70+" per year here, and I have 50 years experience with driving in snow.
I went with new Ford 17" Police Interceptor steel wheels, on all four corners, steel valve stems, and no staggerd fitment. They are a fairly soft compound, so being able to rotate them will get maximum mileage out of them
