It's time for front brakes. While I would love a big brake kit, it isn't in the budget right now. Does anyone have any experience in solid pads and rotors for the front that work with the stock calipers? I know it won't be as good as a fill big brake kit, but would like to get some improvement over stock.

police spec stuff usually works good..brakes are same as 03+ crown vic. semi metallic pads will bite better once warm, but are dusty, eat rotors and can be squeaky. OEM, stuff is actually decent on brakes. I prefer a ceramic pad for low dust and good braking. I've used Hawk HPS pads on crown vics before with good result.
Should look into getting TCE (here in vendor forum) stainless brake line kit to replace the rubber hose. stiffens up the pedal feel.

Has anyone tried the Akebono brakes? Made in USA.

If you can't do a Big Brake Kit yet, this may be a good option for the front and back:
