View Full Version : NYS inspection failure??

Hi, I have a bone stock 2003 mm with 92,000 miles and having an odd problem ., I am in long Island, N.Y. and can not get my mm to pass NYS inspection.. I have been using the same inspection place for years and even they are scathing their heads.. My problem is that the merc runs great never had an issue I have a hand held scanner and it shows that is it totally clear of any codes , ready for inspection any I have never had any.. The problem is that when it is connected to the nys inspection machine it says that it is connected but no signal?? I checked all the fuses inside with both a test light and I manually removed them inspected them and put them back in .. ,The car still has its cat converters and is really a stock marauder and no mod`s were made with the exception of slotted rotors ?? I have owned the merc for a few years and had it inspected twice before and never any issues anybody have any ideas?? Really like to use it but don`t want to get a summons for the expired inspection Thanks in advance, Bill :beer:

Great article going to try to check the pin`s as suggested..It is odd that my hand held scanner show`s no codes and you can check the monitors and they all say ready?? ,Thank you for suggestion going to start by checking pin 16 at obd 11 port..

No,we (the shop) double checked he just did two cars before and two cars after he helped me check a few things fuses etc good guys in the shop defitnetly not the plug wish it were.. ,but thank you for the suggestion

Well If it still doesn't pass you can always move to Florida with it. We have no State inspections.

Has the car ever been tuned?

It has never had a chip or any hot rod mod`s it truly is a bone stock mm and yes I have a scanner that can check all of the readiness monitors and all shows good on my scanner?? It run`s great and no check engine lights The guy working at the shop is scratching his head also.. very strange I really do not get to drive it that much I think in the last year I only put 800 miles on it..

Well If it still doesn't pass you can always move to Florida with it. We have no State inspections.
I have been thinking about it I am semi retired just waiting ion my "kids" to vacate the premises lol

I had the same problem this year with by Biennial Emissions Inspection. The car had been sitting quite a bit. No monitors were "Ready" on the 1st visit. Drove the car about 100 miles over the next few days and took it back for a relook. Still a couple monitors showed "Not Ready". Had to put another 54 miles on it before it all checked out and Passed. The MM appreciated the exercise, I'm sure. Guess she was feeling a bit neglected.

I wonder if it could be that simple?? It id sit for a while and I changed the battery over the winter put in the biggest interstate that was made for the mm , but I have driven it about 100-150 miles?? Maybe try doing that??

I also swapped out a dead battery about one week before the first test. The car only had about 5 miles on it at the time of the first test. There is an important part of the "Ford Drive Cycle" that says "between 3/4 and 1/4 tank of fuel". I think a lot of my initial miles ( I.e. 50-75 miles) were just burning gas and not resetting monitors.

There is an important part of the "Ford Drive Cycle" that says "between 3/4 and 1/4 tank of fuel". That requirement is only for the EVAP monitor.

The dead battery re-set your OBD. You must cycle the OBD to be ready. Drive at 5 MPH incraments for about 30 seconds from 25-45, holding the
accelerator steady. If you can go higher, do it. Take it on the freeway and do the same thing from 45-70-75. After about 20-30 minutes (not Miles) of driving, you should be ready for the Inspection / Smog test. I had mine ready in under 30 minutes total (after changing the tune to original). Did the same in silver after getting her fixed. Silver has no tune at this time.

It’s not that complicated, 10mins of city and highway driving, then sit overnight and take it to the shop 10 mins away. This process has not failed me yet.

I think we're losing sight of the fact that the OP says he has a hand-held scanner and it connects fine and say there are no codes and all the I/M monitors are ready, it's just the state's inspection equipment that won't read it. I don't think he has to do any more drive-cycles.

Just wanted to say Thank you to everybody that posted , I am not computer savvy so Martyo was kind enough to let me text him the scanner pictures and he told me what I need to do to ready or reset the car for inspection,. As soon as I can do that I will try the inspection again and hopefully get er done lol .., But thanks again to everybody that offered advice will keep you posted, Bill :beer:

His scanner showed that not all the monitors set.

That’s why I asked to see the scanner screens.
I should have posted up after I looked at them but yesterday was a crazy day after the holiday weekend.

SCT and other tuners. Make your cars computer to. Not being able too get in contact with your NYS inspection computer. Go too Ford and get you computer. Back too stock mod. And you will pass NYS inspection with flying colors. My car does and did the same thing. Look no further. And your problem is solved.

California and New York must have the strictest emissions inspection regimen in the nation?!?! Here in NC, they raise the car and do a 'look see', lower the car and plug into the OBDII port looking for a particular set of values then they're done. Safety Inspection on motorcycles only. Failed MC inspection twice in recent years due to worn rear brake pads and worn rear tires!

I can tell you from experience that NY State is exceptionally thorough. You car can fail inspection for having tinted windows here...

It has been a long time, due to some serious family issues .. Anyway I would like to thank everybody that gave advice especially Marty who was 100 pct correct with his advice as how to ready the monitors as far as fuel driving conditions etc.. I apoligize for my extremely slow response but simply was not able to do anything till family problems resolved.., The good news is the merc is back on the road and I am able to enjoy it again with the proper inspection .. Thank you again Marty and thank you all for your patience and understanding. Bill
