Temps on initial start-up?? 428

Got it running for first time after someone else rebuilt. All good. Question is - using my nifty infrared temp device, I get 155 at rad, yet 200 at front intake manifold coolant runners. Thoughts??

this after break-in time of some 20 mins. It does have a 'mild' cam, specs unknown.
