Is one of these the correct Eaton TrueTrac differential for my Marauder?

One option would be to buy the 28 Spline unit and re-use my axles.

The other option would be to buy the 31 spline unit and get new 31 spline axles. Does anyone have a part number for the 31 spline axles?

How about axle bearings, axle seals and carrier bearings? Or is there a rebuild kit that has all of these?

Is the Richmond similar to the Eaton TrueTrac where it can be noisy?

31 spline axles I bought were from an 05+ Grand Marquis so I assume CrownVic from same years are the same.Axle bearing & seal kit is the same any axles Ford racing part # M-1225-b.If all you want is carrier bearings you'll have to buy them individual only bearing kit comes with carrier & pinion bearings along with seal , nut bolts and carrier shims.31 spline carrier from a Mustang works.Bought my axles from Rock Auto.

The other option would be to swap the entire rear axle assembly with one from an 06+ panther, Find one with 31 spline axles and a 3.55 locker and never look back. (I say 06+ because the change was mid year 05)
