Had the seals changed on the EATC all air comes through the defroster vents.

Unless the o-rings were not done correctly you have a vacuum leak.

Places to look:

Every vacuum line under the hood, especially the vacuum tree behind the intake on the firewall.
The vacuum tank, square plastic box on the left side inner fender cover.
Check all the vacuum lines under the dash going to the various motors and the EATC.

BTW... the EATC self test won't detect a vacuum leak condition.

ok, car ruuning check the vacuum box on the drivers side fenderwell, you should have 14 inches of vacuum... This should reallllly suck down your finger when the car is running. If it barely has any vacuum there, then i would check the vacuum tree under the wiper cowl, or check vacuum leading to the tree...
I have had 2 cars recently that had plenty of vacuum to the black box on the drivers fender, but barely any vacuum leading to the HVAC. The hose that goes thru the firewall, directly above the gas pedal is the black hose that feeds the HVAC unit. BOTH cars had the hose cut inside the grommet that passes thru the firewall. This will resolve your issue.
