to give rep you click on the scales in the right hand corner of a post. then you click approve or disagree, and give a statement. Its more of a popularity type of thing. The few I've recieved were for threads that I started that either helped them or that they justed liked.

I see no scales right now,... I guess it's probably be fixed soon.
