Testing out new tool for OBD-II port. (Dennis can get them)
One of the many sensor tests it does is cking. while driving is the TPS.
At WOT my TPS only shows 91% open ---- should I not adjust to to 100%
ie. 5volts ??? to get the most HP & TQ out of it at WOT ???
At the stop sign it shows 17% to 19% ???
Any Thoughts ???

From what I understand, the new Ford TPS does not emit a fixed voltage but some sort of a signal that represents the percentage of total signal range. I too get the similar (if not slightly higher - 21%?) reading at idle, but I can't remember the WOT value. Supposedly, the PCM considers anything past a certain % to be WOT, so you need to visually verify that a full pedal depression does translate to full-open-throttle.
This new TPS is supposed to be much more reliable than the old fixed voltage TPS, according to what I heard (although I don't know how one can f*** up the old style, it's just a simple resistive wiper).

TPS readings are normal. Your cars computer (EEC-V) reads 0-5volts returned through the TPS. Once inside the computer it's converted to a number in the form of Analog-To-Digital counts, say 0-4095.
When you use a OBD-II data logger to see the TPS, they usually automatically read the counts and then peform a conversion to give you volts or % of max volts.
The computer monitors the TPS for minimum voltage and uses this for its closed throttle reading. It starts using a new reading every time the power is cycled. Now as far as WOT, there's a preset value in addition to minimum measured. And WOT mode in the computer actually happens at a point lower than full open of the throttle blade.
It is not necessary or desired to have closed throttle = 0 volts and WOT = 5 volts.
