I have a few extra fobs that I'd like to program to my car, but it seems as though my procedure isn't working.
 I'm trying to follow the instructions as listed in my manual, but to no avail.
 
 Anyone else successfully match new fobs to their car?  Is there something specific I need to do that isn't in the manual, nor the Ford chart that I have.
 
 I've checked that all the fobs do indeed output a signal.
Would you please define "RKE fobs"?  Thanks.

How many do you allready have in use? I thought you could only have so many at one time or something. Someone clear me up if I'm wrong.

I'm not sure how many you can have.... 
The manual is pretty accurate.  What I did wrong on my first attempts... 
 
You are supposed to turn the ignition on and off rapidly 4 times.  Stopping in the on position on the 4th time.  What I did when turning off is went past off to the lock position.  So put key in.. one turn forward (that is off) then to On back off etc.  til the 4th on then leave it in the on.  The door locks cycle.  Then press any button on the working keyfob... then any button on the new keyfob.  If you did it right.. the door locks cycle once more.  Turn the car off and you have another keyfob that works.

I have one in use.  You can program up to four.
 I have many that "should" be usable.
 
 I do the procedure to get the locks to cycle but nothing after I try to match new transmitters.  I suppose my extras are no good.
 
 I must get more or ask my dealer to help out (hah!).

Make sure the numbers on the back match exactly - I stupidly bought a remote that looked exactly the same but it wouldn't work.
There might be some that interchange, but to be sure, the numbers on the back should match.

I was looking for replacement keyless entry remotes not too long ago and I found a site that had them for $29.99 for my Marauder. 
 
I had them delivered in less than a week and the programming instructions only took maybe 10 seconds?

Just click the Mercury category, or type MARAUDER in their search box.
If you have your original keyless entry code, you can do it from the key pad pretty easily. With all your fobs with you, just enter the factory keyless code (Doors unlock). Within five seconds hit the 1/2 key on the key pad. Next, hit the unlock button on each key fob within 5 seconds of each other (The last function.). After each one, the door locks will cycle to acknowledge the programming was successful. When done hit the 7/8 and 9/0 keys simultaneously to lock the doors. Now test them out to see if they all work. Once again, I emphasize the factory key pad code, not a programmed one. I believe you can use up to four fobs. Mine are programmed for my wife's Marquis, also. One button and both cars are locked for the night!

Neato!    FYI I was able to program a leftover fob from our old 2001 Crown Vic to the 2003 Marauder, even though the secret code numbers on the back of the fob were slightly different.
Glad you could take advantage. Works on all Fords with keyless.
