On the drivers side frame rail in the engine compartment there is a bracket of some sort welded to the frame. What is it and can I remove it? It's in the way of where I want to mount my remote oil filter.

I believe it is a tie-down for shipping. It could be useful if you're ever towed.

Don't cut it off, that's what they use to wench the car up on the flatbed.
If you ever need to be towed you may end up with some front valance damage.

If you mean the item welded to the bottom inboard side of the rail, between the radiator and the stabilizer bar, you can cut it off. It is a "stacking bracket" that was only intended for frame plant processing. If you look under a current production Panther, you will find that it is no longer used. The actual tie down/towing points are slots on the outboard sides of the rails.
