Can anyone help with the proper torque values for changing the torque converter?

Tight. If you can get a torque wrench in the little access hole for the converter bolts, more power to ya.
Cant get a torque wrench on:
Starter bolts, Bellhousing bolts.
You dont need to torque the crossmember, or any linkage bracketry.
I have never even used a torque wrench on my car.

From the Big Red Service Manual:

T/C to flexplate, (4) bolts: 27 ft/lbs
Transmission case to engine block, (7) bolts: 35 ft/lbs
Flexplate inspection cover to transmission housing, (2) bolts: 23 ft/lbs
Vibration insulator to transmission, (2) bolts: 59 ft-lbs
Vibration insulator to crossmember, (2) bolts: 59 ft-lbs
Crossmember to frame, (4) bolts: 52 ft-lbs
Transmission fluid pan bolts (14): 10 ft-lbs
Driveshaft to rearend yoke, (4) bolts: 76 ft/lbs
Starter motor bolts (3): 18 ft/lbs
Trans fluid cooler lines to transmission case (2): 13 ft/lbs
Shift cable bracket to transmission case, (2) bolts: 10 ft/lbs
Shift cable to transmission linkage, (1) bolt: 17 ft/lbs
