Full size spare J-bolt and sleeve

Can anyone supply a part number for the black plastic sleeve and j-bolt to fasten the full size spare used by the '03's? I recently acquired a full size spare for my '04 but after calls to two dealers they're only showing the standard flat washer and wingnut in their systems..

I'm sure that a trip to a salvage yard would yield one that would work OK even though it wouldn't be the exact item.
