He passed my work twice, I was busy so I couldn't get his attention and then the 3rd time was a charm....I saw him crossing the intersection, I was on foot and blew my traffic whistle....good thing I was in uniform or he may have thought I was some wierdo blowing a whistle at him....well he turned around and I carded him. He was unaware of the site so hopefully we can welcome a new member.
