HA !! I figured it out. How to stop that pesky spare tire cover sliding off all the time. It's cheap, easy and no..............you don't take it out.

Pick up some black elastic from your favorite clothing shop or big box store. Sew a chunk of the hook side of velcro (non-adhesive velcro) to each end after measuring the size you need of the elastic to fit your spare. Tada!! it is snuggy enough to keep the cover on tight and cheap but professional looking.

P.S., if you're a wiz like me at sewing, here's another useful hint. Peroxide disolves blood stains when you stick yourself (not prick yourself, that involves timetravel and is another thread by CBT).

Are you wrapping it around the cover like a belt?

I would glue a block on the underside that goes in the wheel slot and make it thin enough that when you lift it it slides out.

Pic hereto give you the idea. Please don't put the trash can in your trunk, it's stinky: http://www.mercurymarauder.net/showcase/showimage.php?i=8748&c=3&userid=6750

Or look at all the pics of the process on my page: http://www.mercurymarauder.net/showcase/browseimages.php?c=3&userid=6750

My problem is not with sewing, but with those pesky (but necessary) needles.

So my 03 is supposed to have a spare cover? Huh. Mine is missing I guess. However it shows off my full sized, polished "spare".
