If I could buy one or the other what makes the biggest impact at the track? I was told the torque converter could take off half a second. Maybe this is true if there are other mods already on the car, but as is with a blower and modified rear end would the torque converter give me more benefit than headers?

it really depends on what you want.......
they both do drastically different things
at TQ converter may be in your future it will help right off the line, butttttttt
the Headders help allaround and very much in the high end, you will gain about 40 to 60 HP
if you have stock manifolds I would suggest getting DR's cobra upgrade or Kooks complete setup
I went kooks.

I'd recommend going with Mustang shorty headers and a custom setup from there.

Do those actually fit? I thought nothing on a Mustang that wasn't internal would fix because of clearance problems.

They fit fine. See http://www.motorcitymarauders.com/forums/showthread.php?t=2138&page=5&highlight=rack+26
You will need someone to do custom work to connect them to the rest of the system but any good shop can do it.

How much do those run and where can I pick up a set?

Neither, a tank full of special race mixed kerosene will work wonders.

+2.
Get to point B first before going to C.
If that's not the answer you're looking for, perhaps you already know the answer?

I'd go with the torque converter first then headers down the road, that's what I am doing.

The last thing you should change is the Torque Converter. You should have the TC built to match your car's characteristics. Anything you do to change your power will effect the stall.

He has already installed his S/C.
PI will change the stall for free.

The Ford Racing P/N's are:
M-9430-E464 Stainless Steel
M-9430-E405 Ceramic Coated Stainless Steel (I got these)

Would these be a direct replacement for the cobra manifolds in DR's cobra exhaust?

They possibly could be since they are a direct replacement for the Mustang with a DOHC.

If you're going for headers, get long tubes. In my opinion, shorty headers are really not worth marginal gains.
I have had 3 different FRPP ceramic headers crack. I gave up and went back to ported iron logs. If you don't drive your car much, the FRPP headers won't be too much of a problem. But they don't actually gain you much power, if any. Long tubes, are a totally different story. Also, the long tubes should flex w/o stress cracking while supporting the load of the cat pipes.
If you're finished changing your powerband, yes its time to consider a built converter.
