As it's been discussed, several people have had leaky/foggy headlamp assemblies and remedied the problem by replacing them.
Since these assemblies are not sealed (the bulbs are removable), why don't people simply dry out the headlamp assembly, reseal the seams with clear silicone, and reinstall?
OEM headlamp - $100+shipping
Aftermarket headlamp - $70+shipping
Shop Air + Silicone Sealer - $3
You should be able to dry the headlamp out by taking the bulb off and putting it out in the sun to bake. If you're in a very humid and cold environment, start with shop-air, get it as dry as you can, warm it up in an oven, and finish it with nitrogen or argon or "air in a can" to make sure you've displaced the moisture.
My passengers lamp is foggy and has been for 3 weeks. I'm going to try this. What am I missing?
