Yes, it works for all modes. But you have to 'press and hold' when it's set on 'radio' for it to go into that mode.

It does not work on passengers. I can still hear her yell "Slow Down" at any speed. :D

IMHO it seems most effective at 7 (the max) 'cause the volume change is very gradual and subtile anyway (I could hardly tell anything was happening at 3 or 4 ...maybe all those years of Metal turned up to 11! :P).
