My E-brake goes all the way down to the floor and the car can still move.

How is the E-brake adjusted?

Parking Brake Cable Adjustment
Release the parking brake control, using the parking brake release handle.
WARNING: The electrical power to the air suspension system must be shut off prior to hoisting, jacking or towing an air suspension vehicle. This can be accomplished by turning off the air suspension switch located in the luggage compartment. Failure to do so can result in unexpected inflation or deflation of the air springs, which can result in shifting of the vehicle during these operations.

Raise and support the vehicle. For additional information, refer to Section 100-02 .
Pull the parking brake cable adjuster clip downward. The tensioner spring will take up the cable slack and preload the cables.

Push up on the bottom of the clip to lock the adjustment. If the clip does not slide up, move the assembly slightly to align the closest groove on the parking brake cable adjuster rod with the clip.

NOTE: If new cables are installed, allow 20 minutes prior to releasing the parking brake control.

Apply the parking brake control fully and release using the parking brake release handle.
Repeat Step 3 and Step 4 to complete the adjustment procedure.

These attachments from the Marauder factory manual should make it easier, one for the cable and one for the shoes.
If you need anything else just ask. :beer:

Just hope the shoes are still intact, the brakes are RPITA

There you go, you need to adjust both the shoes and the cable. Just adjusting the cable won't do it unless your shoes were set right. They may or may not be. Mine were all screwed up after installing new rotors, since the new rotors will have a smaller ID than the shoes ratcheted out to, with your old worn rotors.
