I plan on purchasing an 03 with 62K miles on it. What should I be looking at to make sure that this is a decent one other that the norm?

The one thing that I noticed was the oil cap on the valve cover had some milky oil on it. I know since it has aluminum heads it will prone to some condensate up top. The owner said he has not driven it much lately, so that could contribute to the issue. Are the 4.6s prone to head gasket or crack head problems?

I've seen more 2v's with bad head gaskets than 4v's, so I think you'll be ok. Haven't seen/heard of cracked head's being a problem though.

Look at the body closely for rust or paint issues early 03's had issues. Paint isn't cheap.

As you seem to already know, milky residue under the oil cap is generally caused by condensation due to either lots of short trips in cold weather, where the motor doesn't get properly warmed up, or a malfunctioning PCV system. With 62k miles, I'd replace the PCV valve just to be sure. How many miles since the last oil change?
Cracked heads/bad gaskets are rare in the 4V, unless the motor was badly overheated.
