If FL has state contract price for tires they are paying next to nothing for them. You would be in shock if you saw what the mark up is we are paying. I have not been involved in tire purchases at work for a couple years, but we used to pay $40 for a tire that you and I would pay $140 for. Makes me real happy every time I have to buy new tires for one of my vehicles.
