Car Bogging down in heat

Today was only 104 but when I put my foot down it takes 4-5 seconds for the engine to start revving up. Is there anything I can do to help this? In cooler weather ( 82 at midnight) it is fine, any special intercooler or ram system?

well I have a JLT RAI/CAI (see sig )whatever they call it, could I benefit from injecting a water mist into my intake track to cool the IAT?
