Romeos have 11 valve cover bolts per head. I think Windsor should only have 10?

Romeo. All '92+ production panthers = Romeo.

On the engine identification label/barcode you will probably notice "REP" towards the bottom. This doesn't mean it was a replacement, it stands for Romeo Engine Plant.

According to the ford catalog all passenger cars used the
romeo block. The windsors where used in the truck/suv's
8th digit in your vin should be "w" for romeo or "x"
for windsor.
6 bolts for romeo to attach flywheel
8 bolts for windsor ""
