First off I went looking for information on what torque converter lock up is, and found this:

http://www.technicalevolution.com/tcc.htm

The last line caught my eye, which says this:

Make sure that your TCC (torque converter clutch) is working, so you won't overheat your transmission (severely shortening the life of the transmission), and throw away a bunch of money on fuel. Also, you might note that it is illegal to modify your automobile in any way that might alter it's fuel mileage or smog emissions, so don't look for a way to disable your TCC!

Is is illegal to do this?

Finally I was wondering if on my stock tune, I drive along and it feels like my parking brake is on, is this because of the Torque Converter locking up?

It's illegal to modify your exhaust, PCM, tail and head lights, and most likely 90 percent of all performance modifications sold on this site in the U.S. Remind me , what's the point of this thread again. Oh I remember, it has something to do with a torque converter. When you find a transmission inspection station let me know. ;)
Overheating your transmission is a bad thing. That's what gauges and coolers help prevent.
