ok im having trouble getting my car to run, it just starts up but will die out. i have ruled out the fuel pump, relay, filter,IAC valve since i just changed them all.. so my last guess is that its a ecu problem. it just happened one morning and it was running fine the day before
i bought one of these scanners http://www.actron.com/product_detail.php?pid=16298. to hook up to my car since i cant get it to run. i hooked it up and turned the key to ON. and there are no DTC's but
when i looked up th I/Ms it came up with 5 that were incomplete. they were catalyst,evap,o2 sensor, o2 heater, and the EGR.
what exactly do these mean?
could it be the crank position sensor or the throttle position sensor?

I would look at the primary circuit in the ignition...
Stupid question...but is the MAF connected? Check the connector....
Good luck...

When it starts can you give it a little gas and keep it running? It still sounds lik an IAC problem.

Does the theft light on the top of the dash flash? Does the key still have the chip in it?

I just recently had 2 keys cut for my crown victoria and I had no idea that a 99 ford had a PATS system in it. I tried to start the car and it would fire up then stall then just turn over til I put the original key in the ignition and then it started fine.
Wasnt there a thread that keys can be blanked by magnets or something like that?
Whats the red LED light on top of the dash doing when you attempt to start??

I checked the repair manual and learned it could be a LOT of things. Something as simple as pressing the reset fuel button in the trunk to missing spark patterns. I also learned that the tech guy really needs to interview you. ie how does it run when it runs?(fuel or electrical) did you refuel with engine running? (evap) Like I said its a big question. best of luck and keep asking this board...somebody has had this happen also.
o2 sensor, o2 heater
If the car's dying immediately, I doubt it's anything to do with the HEGOs as the car's in open loop operation on cold start. The problem could be a vacuum issue.

I took off my air intake, while painting the COP's covers, and tried to move the car, same problem you are experiencing, a vacuum leak, as was said earlier is a good guess.

I had the same issue with my ranger...the fuel pump wasn't staying on. I replaced the iac and it ran fine, and now i't's doing it all over again
