The spacer actually goes under the top peice of the intake, so it enlarges it, i understand that now.
What about a throttle body spacer also? wouldnt that do the same or more? (if added one with an intake spacer)
Is the effect on an intake spacer felt? Like adding a programmer? OR is it subtle like a CAI?

I wouldn't bother with the throttle body spacer. Is less subtle than a CAI but once you add more mods such as headers or more free flowing exhaust the difference can be seen on the dyno. It's just one of those small things that doesn't really do to much by itself but in conjunction with other parts it does something. Can't hurt to have it though and I have one with no complaints.

what about adding an Air Raid TB spacer with it?

Try it. The area you'll gain is only that which is inside the spacer.
Keep in mind, too, that you'll move your air intake setup by that much and may/will need to make appropriate adjustments.
