Low Stall Converter

My understanding is the Converter is about 2700 heard different stall speeds from different peope. My question is can the Converter be changed to a very low stall or something different like maybe Grand Marquis and take out some of the slippage without going to a lockup converter. I live in the mountains and even with the OD lockout almost constant slipping.
