Blk box on wheel well under hood

Does any know what is inside the black box on top of the driver side wheel well under the hood.

I don't see or feel any wiring on it, but my Grand Marquis' doesn't have one. Instead the ECU computer occupies that spot.

Maybe it's just a dummy panel.

Is that the equivantcy to the "coffee can" on the older towncars for keeping the climate control cool under acceleration? I remember we had a guy come in that was losing his A/C everytime he left a toll booth and it turn out that can had some rust holes in the bottom.

Day time, now I can see that there is a vacumn line on the bottom side,seems to be routed to the people compartment.
