It can be adjusted with a tune. Mine comes in around 62mph like a 5th gear and around 85mph at WOT. I plan to change the WOT setting soon.

Tune... I had my tuner lock up at light throttle in 3rd gear around 38 mph, which is how I like it. If you are on the throttle heavier it will stay out of lockup longer. Some tuners just turn off lockup altogether until 60+ mph but I don't agree w/ this, it's an easy way to not have to play w/ the lockup tables for a customer's liking.

The device you use to upload your tune is not quite so important, they all basically do the same thing. I am using the old old old SCT 9100 and the PC extreme tune software to tweak the tune I get from SCT "dealers". I doubt too many people are still using this tuning device but I don't think the X cal does anything I can't do with my laptop (actually extreme tune gives you quite a bit of control) Mine is just older and slower.

As far as what dealer to use, I don't want to comment, everyone will disagree with me and start a pissing match. I have had 2 different people do tunes for me and both got the job done after I made suggestions on how I like the car to shift and lockup

Yes it is very easily done by any good tuner, if you have PI converter you do not want to do this, and it will also have a effect on gas mileage.

Lock up is based on TP and MPH here is the stock setting every tuner has there own unique ideas on what they want and like, and of course you have what you like, lock up is what most people complain about and every car can be slightly different the 03 is totally different than the 04 4R70W vice 4R75W

Here is what normally is done with a performance converter, this locks the converter earlier at WOT this cuts down temp and helps with high stall converters.
