You won't find an exact offset in 16" in regards to our 18" wheels.
However...you will come close.
There were 16's used on a particular year of CVPI's that are near matches...but I cannot remember.
I used 1998 GrandMarquis steelies and they only stuck out 1/2" or so.
Not bad for snow tires, and no issues with the car other than banging the rev limiter every now and again due to tire height issues.
On that note, as long as the tire you mount on the 16" rim is 28" tall , +/- 1/2" , it will not harrass the rev limiter nor the traction control (if equippped)

My plan was just to order the tires from tirerack that match the factory sizes and then find the wheels.
So even a 99' vic wheel would fit? I Was told it HAD to be 03+
