After Market Front Bumper???

So what's the story with this front bumper? I saw it in a Trilogy tribute video on You Tube. Was this ever produced, or is it a one off production. Is this part of a body kit, or is it just a bumper? Is this a concept car, and if it is, what does it have to do with Trilogy?
