Dealer or eBay, in fact there is one on eBay right now for a 2003 Grand Marquis (same part), though you will have to paint the panel, but a can of spray paint is cheap.

I need one of these too if someone has two of them! Obviously you get first dibs, but I need one as well... snapped the tab that holds it down and it pops up a lot

It is still available @ the dealer.

The place that repaired my Marauder had to buy a new one for it because they snaped off a tab I think is what Progressive said on why I got a new one.
