On my way home from ocean city I saw a black'd out merc going northbound on rt 95 by the college park exit (rt.1)around 4:00pm yeasterday (5-31-10)..The car had FPD special tags and tint all the way around...Who was that??lol

You need to narrow down the location a little. In this area, northbound on I-95 covers from Richmond, VA to Newark, DE.
