SB in Bolingbrook/Woodridge

Heading north on IL Rte 53 around 10:45 this morning, I passed up an SB. The gentleman driving was wearing some kind of hat, and I believe pulled into an apartment complex or something. Couldn't see because some guy in a van came out of nowhere and pulled right up on my bumper. Anyone here?
