I'm guessing you have a Grand Marquis. The car has 4 cats, two on each side.
Exhaust;
Exhaust manfiolds connect to down tubes which have 2 cats per each side, then connect to a mid-pipe which yours turns into a Y shape for a single rear exhaust setup.

I have seen them priced as low as $55 per convertor. Many muffler shops will replace both sides and all 4 for ~$500.

i thought that factory cats are good till 100,000 miles on gm cars ? come under emissions/ factory warranty ? maybe /may be not ? then again only from 2007 gm cars, and newer..

GM - Grand Marquis not General Motors.
He is out of warranty for the cats for sure.

TSB 3-24-5:
Some 1997 Crown Victoria, Grand Marquis and Town Car vehicles may exhibit a malfunction indicator lamp (MIL) on with diagnostic trouble code(s) (DTC'S) P0420 (Catalyst System Efficiency Below Threshold - Bank 1) and/or P0430 (Catalyst System Efficiency Below Threshold - Bank 2).
ACTION:
To service, reprogram the powertrain control module (PCM) to the latest calibration using WDS release B28.4 or higher. Replacement of catalysts is no longer necessary to address the most common causes of this condition.
Obtain an Authorized Modifications Decal (FPS 8262 - obtainable through DOES II, 25/pkg) and list the date, dealer number, and summary of modifications performed. Select a prominent place adjacent to the Vehicle Emission Control Information Decal suitable for installing the Authorized Modifications Decal. Clean the area, install the decal, and cover it with a clear plastic decal shield.
