Fan issue

Ok this is not an a marauder but an 02 Grand marquis so close enough. I have searched all over the net for an answer to this question so hopefully you guys can help. ON my 02 GM driver the fan never full runs it kicks on and off and cycles even with the ac on. Also cycles on and off after the car is shut off. Fan has been replaced but problem is still there. Any ideas?

Thanks for the replies guys. Fan was just replaced cause the last owner thought that was the issue will check the relay and see what ifind. have only had it a week car doesnt run hot just is annoyinh when the fan cycles on and off constantly

Relay in the power distribution box isn't the issue. Even switched it with another relay the same size and still cyles on and off even with the ac running and will cycle on and off when the car is off. Checked the plug at the fan and no melted wires or burnt wires. Not sure if the fan in it now is an aftermarket one the guy i bought the car from does have the original fan. I have read it may be the controller but it was doing the same thing with the last fan supposibly. Any ideas?
