could be a number of things, but if its your heater core the intake tube(on the heater core) would be hot, and the outlet tube cold, and foggy windows.

or may need burping

Whats burping?

removing the plug from the cross over tube, and burping the air out of the cooling system, is your car running at normal operating temp?

May be an EATC problem.

Check out these threads.

Is the heat coming out any of the vents?

Floor, defrost, dash vents?

No heat at all but cold air will come out all the vents.

What I am thinking of resides on the passenger side of the firewall under the hood. I will let Jim (FastBlackMerc) expound in more detail as he was a Ford Senior Master Tech at one time in his illustrious career :o

The shop manual lists a a heater control valve. A quick look under the hood and I didn't see it.

I'd let the car run until it's at operating temperature. Turn on the heat.
Both heater hoses should be hot. If they are then the heater control valve is good and there is a problem inside the car with the EATC, vacuum hoses or vacuum motors.

If one heater hose is hot and the other isn't then there is a problem with heater control valve, collapsed heater hose or heater core is plugged.

If the two heater hoses aren't hot then you might need to burp the system.

So it sounds like the heater core is getting hot water. You may have the dreaded blend door issue.
