Sounds like you did something wrong with the wiring.
Fog lights only come on with the Low Beams, never the High Beams.

Sorry, misunderstood.
As for why they only work with High Beams, I will say wiring but I have NO clue how to fix it.

The fogs are not wired to stay on when the high beams are on. My HID kit came with a harness that is required when one bulb is both the high and lo beam. With out the harness the light don't work correctly.

Sounds like the wires may be flipped. On my Grand Marquis, I don't have the bi hi/low kit, and the lights only work with the high beams off.

On the factory headlight plug Green/Black is High beam, Black is Ground and Blue/White is Low beam. Try switching the two outside wire pins on the plug around and see if that helps.

Fog lights are designed for near-proximity illumination (foreground lighting), while high beams are designed to let you see things far away. Foreground lighting causes your pupils to shrink, but in order to better see things that are far away, you need your pupils to be dilated (as wide open as possible). This is why the fog lights turn off when you turn on the high beams. Bypassing this feature will mean you can't see as far away, though things nearby sure will be bright - which is kinda pointless if you have your high beams on.
Also, this feature is mandated by law - at least it is in Ontario, but probably in many other jurisdictions as well.
