At around 5 mph the steering Kind of feels like it keeps going from loose tight. When I turn at that speed i can kind of feel it grab loose to tight loose to tight? Or is it just the way it is.

Sounds like air in the system or a pump on the way out. Did you check your fluid?

Yep it's full. Could it be a rack in pinion. How would I check for air in the system

Bubbles in the fluid.

The driver side rack and pinion boot is leaking could that be the problem

Are you 100% certain that its leaking from the boot and not oil that dripped out the oil filter from your last oil change?
If its the boot then its possible to get debris in the piston or its pulling air. If its leaking, it needs to be addressed.

Could also be the universal joint on the steering column binding up or the VAPS module (Variable Assist Power Steering) acting up.

Ok so to narrow it down should I try to rig that leak to see if it still acts up. If it does then it's the pump
