97 grand marquis check engine light on running ok but will not communicate with scan tool

Does the scan tool turn on when connected to the DLC?

Then there's power on pin 16 of the DLC...the only thing I can think of is to check wiring continuity from Pins 2 and 10 (signal + and -) back to the PCM connector. Those are TN/OG and PK/LB wires that go to pins 16 and 15 respectively on the PCM.

*EDIT* Sorry, those colours are for the '03 Marauder, but the pins should be the same.
