Air comes out of vents and floor panel when moving only if fan is on max setting, however nothing comes out when sitting still. What could be the problem? Is there a problem with the blower control module or blower motor resistor?

Im having the same kind issues.
It comes out of the defroster vent good and cold with any setting selected but if i turn down the fan and turn it up slowly then it moves to the AC vents. I think its some kind of vacuum leak just by the fact that the fan speed makes different things happen. Im gona take a look one of these days and Ill let you know what I find

The blower motor isnt working. When you are moving with it on norm, its letting fresh air in and its just pushing through the vents. Open the hood and behind the passenger side cam cover on the heater box is a small box with a plug and a label on it, thats the BCM. With the blower on high, tap on it a few times with the back of a screw driver or a blunt object and you'll hear the blower motor come on. I had to do that before heading to Carlisle last week after experiencing the exact thing you are.

Your right, it is a vacuum leak. You need to replace the o-rings inside the EATC.
