I'm pretty sure my belt tensioner in making a taping clicking sound. When started I can see it shaking. When not started I can move it a little with my hand. Can I tighten it or is it just bad

It's bad.
Replace it.
Replace the tensioner, idler & check the underside of the belt, if you see any missing ribs or cracks replace it.

I replaced the tensioner, idler pulley, ribbed idler, water pump pulley and all bolts just to make it all clean and new looking, Worth it, imo.
And SUPER quiet.
