I had my wipers on high speed for 10 minutes or longer weeks ago. Without touching a thing they went back to the low speed, NOT delayed. Turned the switch a few times and got high speed to work again. The problem hasn't returned.
What caused this and should I be concerned?

Was it raining at the time, or had it recently rained?
When's the last time you cleaned out the wiper cowl? Could be some crap buil tup in there, it's worth checking out.

It was during heavy rain.

I'll bet you've got some crap built up in the wiper motor well again. Pull the cowl apart and clean it out, drill a couple more drain holes in the bottom while you're at it, that'll help in the future.
